Why two pubs get very different prices
Floor area is only the start. What really moves the number is how much heat the room throws off, and how awkward the install turns out to be.
People are the biggest heat source in a pub. A packed Friday-night bar might hold a hundred bodies, each giving off roughly the warmth of a small heater, and that's before you add the glass-washer, the coffee machine and a wall of west-facing glass. A good installer sizes the kit for a full room on a hot day, not an empty Tuesday — under-size it and the system runs flat out and still loses the fight.
Then there's the building itself. Pubs are often old, sometimes listed, with thick walls, high ceilings and no obvious route for pipework. Lifting an indoor unit onto a high wall above the bar, or running refrigerant lines across a period frontage without spoiling it, takes time and occasionally scaffolding. A modern open-plan bar in a newer unit is far cheaper to fit than a rambling coaching inn.
The rest comes down to zones and the type of kit. Cellar cooling isn't the same job
Landlords often lump the two together, but they're really separate systems. Cellar cooling holds your beer and kegs at around 11-13°C all year to a tight tolerance; comfort cooling keeps the trade floor pleasant for customers and staff in summer. What the law expects, and what it costs to run

Once the combined cooling output across your building tops 12kW — which a whole-pub system easily can — you also fall under TM44. That's a five-yearly energy inspection by an accredited assessor, and it's a legal duty for the building's operator, separate from any service contract or F-Gas work. There's been government talk of dropping the threshold to 8kW in the next couple of years, so if you're near the line it's worth designing with a little headroom.
