"Air conditioning" and "heat pump" overlap more than you think

Both technologies are the same physics: a refrigerant circuit moving heat from one place to another. Run it one way and it cools; reverse it and it heats. What the UK market calls "air conditioning" — a wall-mounted split system — is technically an air-to-air heat pump: it cools in summer and heats the same room in winter at a seasonal efficiency (SCOP) of 3.5–4+. What the UK market calls "a heat pump" — the boiler-replacement kind — is an air-to-water heat pump: it heats water for radiators, underfloor heating and the hot-water cylinder, but does not cool your rooms. Neither is "better"; they solve different problems, and the comparison below shows where each wins.

When each one makes sense

Choose air-to-air (splits) when summer cooling is the driver — bedrooms in heatwaves, a south-facing living room, a loft office — and you want efficient, zoned winter heating as a bonus alongside your existing boiler. It's the affordable, low-disruption option: from £1,500–£3,000 for one room, installed in a day.

Choose air-to-water when the project is decarbonising your whole home's heating and hot water — typically when the boiler is due for replacement anyway. The £7,500 BUS grant exists to close the cost gap with a new boiler, and a well-designed system heats the whole house efficiently. Just be clear it won't cool you in July.

It's not either/or. Plenty of UK homes now run both: an air-to-water heat pump (or existing boiler) for whole-house heating and hot water, plus one or two splits for summer cooling that double as ultra-cheap top-up heating in the shoulder seasons.   • Boiler + splits — keep the gas boiler for radiators and hot water; add splits where you need cooling. The most common UK pattern, and the splits quietly take over shoulder-season heating because they're cheaper to run per kWh of heat.
  • Air-to-water + splits — full electrification: BUS-grant-supported heating and hot water, with splits handling summer. Two systems, each doing what it's best at.

Two things have changed recently. Since 28 April 2026 a narrow £2,500 Boiler Upgrade Scheme grant has been available in England and Wales for air-to-air systems, but only where they replace direct electric heating such as storage heaters and are fitted by an MCS-certified installer — so most cooling-led installs are not eligible. Separately, most fixed air-to-air heat pumps qualify for 0% VAT on supply and installation until 31 March 2027 under HMRC Notice 708/6, which applies far more widely, though portable and cooling-only units are excluded.
