Two ways to budget: per kW and per m²
Commercial quotes ultimately price the equipment and labour for a specific design, but two rules of thumb bracket almost every project at feasibility stage.

Which system for which premises
- Small office (up to ~100 m²) — wall splits or a multi-split; step up to ceiling cassettes for a cleaner look and even air distribution.
- Larger or multi-zone office — VRF/VRV with ceiling cassettes: one refrigerant circuit serving many indoor units, individual zone control, and heat-recovery variants can cool one side of the building while heating the other.
- Shop / retail unit — ceiling cassettes or under-ceiling units keep walls free for merchandising; door-adjacent units size up to cope with the entrance heat load.
- Restaurant / café — front-of-house cassettes plus separate consideration for the kitchen (ventilation-led, often dedicated equipment); expect higher capacity per m² than an office because of covers and cooking heat gain.
- Server room / comms room — dedicated close-control or high-duty split cooling, sized for the IT load, running 24/7 — never share the office system, and design in redundancy (N+1) for anything business-critical.

TM44 inspections: the duty above 12 kW
If your building's air conditioning has a combined rated output over 12 kW, UK regulations require a TM44 air conditioning inspection by an accredited assessor at least every five years, with the report lodged on the national register. It applies to the building operator — landlord or tenant depending on who controls the plant — and non-compliance carries fines. Beyond the legal box-tick, a good TM44 report flags oversized, ageing or inefficient plant and often pays for itself in energy savings. If you're taking on premises with existing air conditioning, ask for the current TM44 certificate alongside the EPC.
Maintenance contracts and running costs
Commercial planned maintenance is quoted per site — priced on the number and type of indoor units, visit frequency (typically two visits a year) and access. Contracts bundle F-Gas leak-check obligations, filter and coil cleaning, condensate treatment and compliance records, with priority call-out when something fails in a heatwave. On energy, modern VRF heat-recovery systems are markedly cheaper to run than the decade-old plant they replace — at ~26p/kWh electricity (July–September 2026 cap, with the October–December cap confirmed on 26 August 2026 and forecast to rise a few per cent), efficiency differences show up quickly on a building running cooling five days a week — which is why the TM44 recommendations are worth acting on, not filing. Refrigerant is the other running-cost story worth watching: the GB F-Gas phase-down keeps squeezing supply of high-GWP gases such as the R410A used in older VRF, so top-ups and repairs on ageing plant are getting dearer — a growing reason to plan replacement with lower-GWP R32 or R454B systems rather than nurse old plant through another summer.
Capital allowances: a note on AIA
Air conditioning plant installed in commercial premises generally qualifies as plant and machinery for capital allowances, and the Annual Investment Allowance — £1 million a year — can allow the full cost to be set against taxable profits in the year of purchase. Air conditioning usually counts as an "integral feature", so any spend beyond the AIA falls into the special-rate pool, where companies can also claim a 50% first-year allowance under full expensing. Treatment varies with your business structure, lease terms and how the works are classified, so take advice from your accountant before assuming the deduction — but do have the conversation, because it materially changes the net cost of a project.
