Yes — modern split systems are air-to-air heat pumps. In heating mode a good unit achieves a SCOP of 3.5–4 or more, so you get roughly 3.5–4 kW of heat for every kW of electricity. Note that air-to-air systems are not eligible for the Boiler Upgrade Scheme grant, which covers air-to-water heat pumps only.
