The twist with a new build is timing: pipework run at first-fix, before the plasterboard goes up, is far tidier and usually cheaper than chasing it into finished walls later. Air conditioning isn't banned in new homes either, whatever you may have read — but Part O of the Building Regulations does shape how it's specified. Here's what to budget and how to get it right.
How much does air conditioning cost in a new build house?
Budget roughly £1,500–£3,000 to cool a single room with a wall-mounted split, £2,800–£7,500 for a two- or three-room multi-split off one outdoor unit, and £8,000–£18,000+ for a concealed ducted system serving the whole home. The number that moves most is when the work happens. Fit it at first-fix, while the walls and ceilings are still open, and the installer runs refrigerant pipes and drains cleanly with no making-good — that's the cheaper, neater route. Retrofit the same system after you've moved in and you're paying to chase pipework into finished surfaces and redecorate. A new build has one big thing going for it here: it's airtight and well insulated, so the cooling loads are small and the running costs low. Anyone handling refrigerant must be F-Gas certified — that's the law, not a nicety.

Is air conditioning allowed in a new build?
Yes — and it's worth clearing this up, because the internet is full of headlines claiming new builds can't have air conditioning. What actually changed is Part O of the Building Regulations, in force in England since 15 June 2022, which sets out to reduce overheating in new homes. It asks designers to remove excess heat by passive means first — shading, sensible glazing, cross-ventilation — and to bring in mechanical cooling only where those measures can't do the job on their own.
In practice that means a builder has to show building control they've designed the overheating out as far as reasonably possible before adding cooling; it does not mean cooling is off the table. Many homes, especially those with large south- or west-facing glazing or single-aspect flats, still overheat despite good passive design, and air conditioning is a legitimate answer. The government confirmed a full standalone review of Part O in its Future Homes Standard response published on 24 March 2026, so the detail may shift — your installer and the building control body will work to whatever's current when you build. If you're buying off-plan, the cleanest path is to raise cooling with the developer early, so any first-fix provision is designed in rather than bolted on.

First-fix during the build, or retrofit after?
This is the decision that decides your bill. When the studwork and ceiling voids are still open, an installer can run refrigerant lines, condensate drains and cabling straight through them, position indoor units or ductwork exactly where they belong, and hand back to the trades to close everything up. No chasing, no re-plastering, no lifting a finished floor. Once the house is complete, all of that becomes surgery — which is why the same ducted system costs noticeably more as a retrofit.
Wall-mounted splits are more forgiving — they can go in at completion with only a small amount of making-good, since it's mainly a pipe run to an outdoor unit. Ducted is where timing really pays: routing ducts and running condensate falls through open ceilings is straightforward during the build and awkward afterwards. What moves the price in a new build
Two identical-looking new homes can be quoted thousands apart. The main things at play:
- First-fix or retrofit — the single biggest factor on a ducted job, because retrofit adds chasing and making-good the build stage avoids.
- How many rooms you cool — each extra indoor unit on a shared outdoor unit adds roughly £1,200–£2,200, far less than a separate system.
- Wall units or concealed ducting — hidden ducted and cassette systems cost more but leave the interior untouched, which suits a brand-new finish.
- Glazing and orientation — the big south-facing windows that make a new build bright are exactly what drive the cooling load; size to the heat gain, not the floor area.
- Airtightness detailing — penetrations through the air barrier and any vapour-control layers must be sealed properly, so a careful installer protects the fabric performance you paid for.

What will it cost to run in a new build?
Less than in an older home, and that's the quiet advantage of new-build cooling. Modern airtightness and insulation mean a room holds its temperature, so the units spend most of their time ticking over rather than working hard. At the current Ofgem cap electricity is around 26p per kWh, so a typical 2.5kW indoor unit costs roughly 18–23p an hour to cool a room. From 1 October 2026 the cap rises to £1,723 a year (about 26.32p per kWh) — but VAT on electricity drops from 5% to 0% for the same winter, running from 1 October 2026 to 31 March 2027, which softens the increase.
Those same units are heat pumps in reverse, heating at a seasonal efficiency (SCOP) of about 3.5–4+ — more than three units of heat for each unit of electricity. That matters more in a new build than most, because a lot of new homes are all-electric with no gas connection, and air-to-air cooling doubles as efficient shoulder-season warmth. Worth knowing: air-to-air air conditioning is not eligible for the £7,500 Boiler Upgrade Scheme, which covers air-to-water heat pumps only.
